In the VERY top left of the page, you should see your username, with a little arrow next to it. If you click on the arrow, you should get a little drop-down menu, and one of the options should be "submit deviation".

Also, in the DeviantArt toolbar, you should see options like News, Forum, Etc, and there'll be one that says "More". If you click it, you can then go to "Submit & Organize", and from there to "Submit Deviation". :)
